MON-87427-7 - Maize modified for tissue selective glyphosate tolerance| Monsanto | Resistance to herbicides (Glyphosate)
- CONSOLIDATED-REPORT-CORN-MON87427_MBL.pdf [ English ]
The assessors- the Scientific and Technical Review Panel (STRP), the Bureau of Plant Industry Plant Products Safety Services Division (BPI-PPSSD), the Bureau of Animal Industry (BAI), the Department of Environment and Natural Resources Biosafety Committee (DENR-BC), and the Department of Health Biosafety Committee (DOH-BC)- after conducting a risk assessment, found that (1) Corn MON87427 is as safe for human food and animal feed as its conventional counterpart and (2) will not cause any adverse effect to human and animal health and to the environment.
The introduction of the novel protein cp4EPSPS to Corn MON87427, could lead to a potential allergen or toxin.
The likelihood of the potential allergenicity or toxicity of Corn MON87427 being realized was assessed by comparing its nutritional data with that of its conventional counterpart. Proximal analysis of ash, carbohydrates, protein, and fat showed no biologically relevant difference. Meanwhile, differences in the levels of the antinutrient phytic acid between Corn MON87427 and the conventional counterpart was found to be statistically significant. However, it is within the 99% tolerance interval and is not biologically meaningful. The assessors concluded that Corn MON87427 is substantially equivalent with conventional corn.
Results of bioinformatics analyses, digestibility assay, heat stability study, and oral gavage study were considered to determine the potential allergenicity or toxicity of Corn MON87427. The novel protein cp4EPSPS showed no homology with any known allergen or toxin, is rapidly degraded in simulated gastric fluid, inactivated under 75°C condition, and did not cause clinical or pathological effects in mice models. Taken together, the results demonstrate that cp4EPSPS is not allergenic nor toxic.
Considering the substantial equivalence and the absence of allergenic or toxic characteristics of Corn MON87427, the assessors conclude that Corn MON87427 is as safe as its conventional counterpart and, therefore, the risk associated is negligible.
Based on the evaluation, the assessors recommended for the approval and issuance of a biosafety permit for direct use as food and feed or for processing for Corn MON87427.
A specified environmental management plan detailing the possible risks and the contingency plan was submitted and approved by the assessors.

The chances of unintended release is very minimal and will not cause any lasting effect since the likely receiving environments (ports, roads, railways, etc.) are not conducive for plant growth. Additionally, corn requires human intervention in order to
Corn MON87427 can be detected via event-specific qPCR protocol.
